Vanilla by itself, you are stuck with the game as is, and, in the case of what you are asking, those NPCs cannot be made to change their default outfits unless they are a potential follower - in which case they will wear the strongest armor or weapon you give them. The options are find a mod that does it, or use a tool - 圎dit or the Creation Kit. Let me guess, the steward, the bard and the wife are all female right?
